"If the southern colonies had
a reasonably brisk maritime trade, why didn't aids to navigation develop
more rapidly on that coast? One can only speculate at this stage
of research, but reason may have something to do with the home ports of
ships. Probably ship ownership was rare in the southern ports, and
those who did own ships, being few, were not an influential segment, nor
were their closest allies, the merchants. After all, these two groups
in the north were the ones responsible for the lighthouses that existed
there. They agitated for these lighthouses out of economic necessity
rather than humanitarian considerations. In the south the government
was dominated by the agrarian class who probably had difficulty understanding
the subtleties of so esoteric a subject as aids to navigation."
